چکیده فارسی:
زمینه و هدف: در چارچوب بیانیه گام دوم انقلاب اسلامی، پرداختن به ارتقای «معنویت و اخلاق» وظیفه و ماموریت کلیه دستگاه‌های اجرایی و غیراجرایی کشور می‌باشد. در این میان، گستردگی و عمق مأموریت‌های فراجا، هم به لحاظ موضوعی و هم به لحاظ ارتباطی و برخورد با مردم اهمیت و ضرورت پرداختن به موضوع معنویت و اخلاق را در فراجا دوچندان کرده است. پژوهش حاضر به دنبال پاسخ به این سوالات است که: چیستی و سیر تکامل معنویت و اخلاق در ساختارهای انتظامی در چله اول انقلاب؟ معنویت و اخلاق در چله اول انقلاب در فراجا چه برکات و دستاوردهایی را داشت؟ الزامات و بایسته‌های تداوم حرکت افتخارآمیز در چله دوم کدامند؟
روش: برای پاسخ به سوالات از روش کیفی و مبتنی بر تحلیل اسناد، تحلیل ساختارها و فرایندهای سازمانی و مصاحبه با خبرگان و متولیان حوزه معنویت و اخلاق در فراجا استفاده شده است.
یافته‌ها و نتایج: یافته‌ها نشان داد ساختارهای معنویت و اخلاق در چهل سال گذشته متناسب با تغییر و تحولات صورت گرفته در چهار دهه گذشته در سطح کلان کشور در فرآیندی تکاملی حرکت کرده و در قالب چند دوره اصلی شامل معنویت گرایی در ساختارهای انتظامی در زمان پیروزی انقلاب اسلامی، معنویت و اخلاق و سیر تکامل آن در طول هشت سال دفاع مقدس، معنویت‌گرایی در فراجا در زمان ادغام، معنویت‌گرایی در فراجا در دهه سوم انقلاب، معنویت گرایی در فراجا در دهه چهارم انقلاب، قابل طبقه‌بندی است. نتایج بدست آمده حاکی از آن است که شکل‌گیری و ارتقای مجموعه‌ای از ساختارهای معنویت و اخلاق در فراجا دستاوردها و برکات ملموسی در حوزه‌های معنوی و اخلاقی کارکنان به دنبال داشته و منجر به شکل‌گیری قابلیت‌هایی عدیده در محیط سازمانی و ماموریتی فراجا گردیده است. می‌توان بیان داشت که حرکت تکاملی در مسیر دستیابی به سازمانی با محتوی معنوی و اخلاقی در سطح مطلوب و آرمانی نیازمند الزاماتی همچون تقویت اثربخش نمودن اقدامات و برنامه‌ها، اهمیت به منابع انسانی و جذب و نگهداشت نیروی انسانی متخصص و متعهد و کارآمد، حرکت به سوی ایجاد سازمان محتوایی، هم افزایی و کیفیت بخشی به تعاملات درون و برون سازمانی، هم افزایی کارکردی بین حوزه‌های فرماندهی، حفا و عقیدتی سیاسی، سیاست‌گزاری و جهت‌گیری مبتنی برحفظ روح دیانت و احساس حضور در محضر قادر متعال، ارتقای آموزش مهارت‌های معنوی، الزامات نوآورانه و خلاقانه است.
Spirituality and Ethics in the First Forty-Year of the Revolution in I. R. I. Police and the Requirements for Successful Continuity in the Future
English Abstract: Background and objectives: In the framework of the statement of the second step of the Islamic Revolution, promoting "spirituality and ethics" is the duty and mission of the executive and non-executive bodies of the country. In the meantime, the breadth and depth of I. R. I. Police missions, both in terms of subject matter and in terms of communication and dealing with people, has doubled the importance and necessity of addressing the issue of spirituality and ethics in I. R. I. Police. In this regard, among the targeted environments for drawing a brilliant horizon in I. R. I. Police is the field of spirituality and ethics. The current research seeks to explain these issues: What is the evolution of spirituality and ethics in the disciplinary structures during the first phase of the revolution? What blessings and achievements did spirituality and ethics have in I. R. I. Police during the first phase of the revolution? What are the requirements for the continuation of the honorable movement in the second forty-year? Methodology: To answer the questions, a qualitative method based on document analysis, analysis of organizational structures and processes, and interviews with experts and trustees of the field of spirituality and ethics in I. R. I. Police have been used. Findings and results: The findings showed that the structures of spirituality and ethics in the past forty years have moved in an evolutionary process in accordance with the changes and transformations that have taken place in the past four decades at the macro level of the country, in the form of several main cycles, including spirituality in law enforcement structures at the time of the victory of the Islamic Revolution, spirituality and its ethics and evolution during the eight years of holy defense, spiritualism in I. R. I. Police at the time of integration, spiritualism in I. R. I. Police in the third decade of the revolution, spiritualism in I. R. I. Police in the fourth decade of the revolution can be classified. Also, based on the experiences of the first decade, spirituality and ethics in I. R. I. Police have taken their evolutionary path, and after the victory of the Islamic Revolution of Iran, the first revolutionary step in the armed forces was the establishment of spontaneous institutions of Islamic associations, whose most important activity is to familiarize employees with the basics of Islam and Islamic revolution. It can be said that the guidelines of Imam Khomeini in emphasizing Islam and promoting Islamic culture in the military and law enforcement bodies became the main axis of how to form a "political ideological" institution, and a new spirit was breathed into the bodies of the armed forces and they enjoyed spiritual authority after knowing their dependence and their institution on the Supreme Leader. The obtained results indicate that the formation and promotion of a set of spirituality and ethics structures in I. R. I. Police has led to tangible achievements and blessings in the spiritual and moral fields of employees and has led to the formation of many capabilities in the organizational and mission environment of I. R. I. Police. As a result, it can be stated that the evolutionary movement in the path of achieving an organization with spiritual and moral content at a desirable and ideal level requires requirements such as strengthening the effectiveness of actions and programs, importance to human resources and attracting and maintaining specialized, committed and efficient human resources, movement towards the creation of a content-based organization, synergy and quality of internal and external interactions, functional synergy between the areas of command, intelligence and political ideology, policy-making and orientation based on preserving the spirit of religion and the feeling of being in the presence of the Almighty God, promoting the training of spiritual skills, and innovative and creative requirements.
