چکیده فارسی: زمینه و هدف: ازآنجایی‌که امنیت در مفهوم متعارف و مادی در تطبیق با رویکرد دینی دارای تفاوت‌هایی است، رفع ابهام و شفاف‌سازی محتوایی و شکلی مفهوم امنیت نیازمند بررسی است که این مقاله تبیین این مهم را عهده‌دار است.
روش: پژوهش حاضر از نظر هدف کاربردی و از لحاظ روش اجرا، توصیفی- تحلیلی است و جمع‌آوری اطلاعات آن از طریق بررسی اسنادی و فیش‌برداری و بهره‌گیری از منابع کتابخانه‌ای و پژوهشی صورت گرفته است.
یافته‌ها: امنیت دارای تأثیری شگرف بر سیاست‌های کنشگران در همة ابعاد اجتماعی، فرهنگی، اقتصادی و ازجمله کیفری و جنایی است. درواقع نوع، محتوا و مدل سیاست‌های جنایی و کیفری با تأثیرپذیری از تفسیری که کنشگران مؤثر در این عرصه چه در بعد تقنینی، قضایی و اجرایی از امنیت می‌نمایند متحول می‌شوند. تأثّر سیاست‌های کیفری و جنایی اسلام از امنیت مبتنی بر تعریفی ذواضلاع از امنیت و در راستای امنیت‌افزایی مادی و معنوی مخاطبان این سیاست‌ها یعنی همة شهروندان جامعه اسلامی و به‌منظور تعالی ایمانی آنها در قرب به الله خواهد بود.
نتیجه‌گیری: ازآنجایی‌که در رویکرد دینی برخلاف رویکرد مادی، این ارزش در کنار شأن مادی و دنیایی خود، دارای ساحتی معنوی و اخروی است که منشأ آن فراتر از عقل مادی و محدود انسانی است و درواقع منشأ الهی و وحیانی دارد و در تعاملی هماهنگ و همسازوار با سایر ارزش‌ها مانند عدالت و آزادی و نه در تزاحم و تعارض با آنها، ضمن تأمین امنیت و ایمنی مادی افراد، سعی در تعالی معنوی ایشان در همة عرصه‌ها و نیل به قرب الهی را ازجمله در عرصة سیاست‌گذاری جنایی و کیفری را دنبال می‌کند.
 

The Concept of Security and its Place in Islamic Criminal Policy

English Abstract: Background and objectives: Since there are differences in the conventional and material concepts of security in conformity with the religious approach, the removal of ambiguity and clarification of the content and form of the concept of security needs to be examined, which this article is responsible for explaining. Methodology: In terms of its objectives the present study is of an applied research type and in terms of methodology it is considered as a descriptive-analytical study. Findings: Security has a tremendous impact on the policies of activists in all social, cultural, economic dimensions, including criminal and criminal dimensions. In fact, the type, content and model of penal and criminal policies are evolving under the influence of the interpretation of effective actors in this field, both in the legislative, judicial and executive dimensions of security. The effect of Islamic penal and criminal policies on security is based on the definition of security aspects and to increase the material and spiritual security of the audience of these policies, i.e., all citizens of the Islamic society and to exalt their faith in God. Results: Since in the religious approach, unlike the material approach, this value, along with its material and worldly dignity, has a spiritual and otherworldly field, the source of which is beyond the material and limited human intellect, and in fact has a divine and revelatory origin and in harmonious interaction with others. Values such as justice and freedom and not in conflict with them, while providing security and material security of individuals, strive for their spiritual excellence in all areas and achieve nearness to God, including in the field of penal and criminal policy.
