چکیده فارسی:
زمینه و هدف: نیروی انتظامی جمهوری اسلامی برای قرار گرفتن در تراز جامعه اسلامی و تأمین امنیت پایدار، باید از راهبردها و رهنمودهای حکیمانة حضرت امام خامنهای(مدظله‌العالی) پیروی کند و بر جوهره و درون‌مایة رهنمودهای معظمله، اشراف تام و تمام یابد. تدقیق، تبیین و کاربست منظومة فکری معظمله در ناجا میتواند به‌قرار گرفتن این سازمان در تراز جمهوری اسلامی کمک شایانی کند. با درک این مهم، تحقیق حاضر به‌منظور «شناسایی و تبیین ویژگی‌ها و الزاماتِ پلیسِ در تراز جامعه اسلامی؛ مبتنی بر منظومة فکری امام خامنهای(مدظله‌العالی)» انجام گرفته است.
روش: پژوهش از منظر هدف، تحقیقی کاربردی - توسعه‌ای بوده و برای نحوة گردآوری داده‌ها، از روش کیفی با رویکرد اکتشافی تحلیل مضمون استفاده شده است. جامعة آماری آن، مجموعه بیانات رهبر معظم انقلاب از سال 1368 تا سال 1398 بوده است. قلمرو تحقیق حاضر به لحاظ زمانی از زمان رهبری معظمله (1368) تا زمان تحقیق (دیماه 1398) است
یافته‌ها: یافته‌های تحقیق نشان داد که از دیدگاه فرمانده کل قوا، مهم‌ترین ویژگیهای پلیس در تراز جامعه اسلامی عبارت‌اند از: دین‌باوری؛ جامعه‌محوری؛ قانون‌مداری؛ اقتدار افزایی و امنیت آفرینی. درمجموع تحلیل محتوای فرمایشات مقام معظم رهبری از سال 1368 تا 1398 نشان می‌دهد؛ هیچ واژه و مفهومی بیش از «تأمین امنیت جامعه» به‌عنوان وظیفه و رسالت اصلی نیروی انتظامی در کلام ایشان از بُعد کمّی دارای فراوانی و از بُعد کیفی واجد اهمیت و اولویت نیست که لازمة آن، التزام به مبانی و تعالیم دینی، رعایت قانون، حفظ کرامت انسانی افراد همراه با اقتدارِ توأم با عطوفت در سطح جامعه است.
نتیجه‌گیری: ناجا برای قرار گرفتن در تراز جامعه اسلامی باید به الزاماتی مانند «جذب و گزینش دقیق»؛ «تربیت و آموزش عمیق»؛ «به‌کارگیری و انتصاب صدیق» و «نظارت و واپایش وثیق» بیش‌ازپیش متکی، متعهد و ملتزم باشد.
The Characteristics and Requirements of the Police at the Level of Islamic Society; Based on the Intellectual System of Imam Khamenei
English Abstract: Background and objectives: The law enforcement force of the Islamic Republic, in order to be at the level of the Islamic society and ensure sustainable security, must follow the wise strategies and guidelines of Imam Khamenei and fully master the essence and theme of his guidelines. Clarification, explanation and application of his intellectual system in I. R. I. Police can be of great help in establishing this organization at the level of the Islamic Republic. Understanding this, the present study aims to "identify and explain the characteristics and requirements of the police at the level of Islamic society; based on the intellectual system of Imam Khamenei. Methodology: In terms of its objectives this study is of an applied-developmental research. For data collection, the theme analysis of qualitative method with exploratory approach has been employed. Its statistical population was a collection of statements of the Supreme Leader of the Revolution from 1989 to 2017. The scope of the present research is chronologically from the time of his leadership (1989) to the time of the research (December 1398). Findings: The findings showed that from the point of view of the Commander-in-Chief, the most important characteristics of the police at the level of Islamic society are: believing in religion; community-orientation; rule of law; increasing authority and creating security. In general, the analysis of the content of the Supreme Leader's orders from 1989 to 2017 shows that no word or concept other than "ensuring the security of society" as the main duty and mission of law enforcement in his words has a quantitative dimension and qualitatively important and priority that requires adherence to the principles and teachings of religious law, observance of law and human dignity of individuals associated with compassionate authority in society. Results: In order to be at the level of the Islamic society, I. R. I. Police must be more dependent and committed to requirements such as "careful recruitment and selection", "deep training and education", "honest recruitment and appointment" and " trust supervision and monitoring".
