چکیده فارسی: چکیده
زمینه و هدف: در تمامی جوامع بشری، وجود و احساس امنیت، از نیازهای اساسی مردم است. ایجاد امنیت در ابعاد مختلف آن، از وظایف مهم هر دولتی است. «امنیت» ابعاد مختلفی دارد که یکی از مهم‌ترین ابعاد آن «امنیت اخلاقی» است. جوامعی که ازنظر ایجاد امنیت در بُعد اخلاق، دچار ضعف و نقص باشند آسیب‌های فراوانی را در تمامی بخش‌ها متحمل می‌شوند؛ شدیدترین آسیب در این حوزه، آسیب دیدن کانون خانواده است. با توجه به تأکیدات قرآن کریم و سخنان پیامبر اسلام، امنیت اخلاقی ضرورتی برای ایجاد جامعة اسلامی است. نیروی انتظامی به‌عنوان نهاد برقرارکنندة نظم و امنیت در جامعه، در راستای ایجاد امنیت اخلاقی، نقش مهمی بر عهده دارد. در این مقاله به تبیین چیستی امنیت اخلاقی و نقش نیروی انتظامی در ایجاد آن، با تأکید بر دیدگاه مقام معظم رهبری (مدظله‌العالی) پرداخته شده است.
روش تحقیق: این مقاله به روش توصیفی- تحلیلی و با بهره‌گیری از متون و منابع اسلامی و بیانات مقام معظم رهبری انجام گرفته است.
یافته‌ها و نتیجه‌گیری: یافته‌های تحقیق نشان می‌دهد که برقراری امنیت اخلاقی در جامعه می­تواند زمینة بسیاری از جرائم اجتماعی را نیز کاهش دهد. نیروی انتظامی از طریق تقویت اقتدار سازمانی و دولتی، مشارکت در فعالیت‌های مدنی و اجتماعی، تقویت قانون‌مندی در درون سازمان و بیرون از سازمان و جلب اعتماد اجتماعی و نیز «آگاه‌سازی و مصون‌سازی»، «محدودسازی و نظارت و کنترل»، «ممنوع‌سازی، مداخله و برخورد» می‌تواند در راستای تقویت امنیت اخلاقی جامعه گام بردارد. همچنین یافته‌های تحقیق حاکی از آن است که نیروی انتظامی در مؤلفه‌های عفاف و حجاب، کنترل و نظارت بر فعالیت اصناف، نظارت بر ظهور جریان‌ها و فرقه‌ها، نظارت بر نشریات، کتب و سایر متون، نظارت بر اماکن و مؤسسات، نقش تعیین‌کننده‌ای در ایجاد امنیت اخلاقی داشته است.

"Moral Security" and the Role of I.R.I Police in its Establishment (with Emphasis on the Statements of the Supreme Leader)

English Abstract: Background and objectives: In all human societies, the existence and sense of security is one of the basic needs of the people. Creating security in its various dimensions is one of the most important tasks of any government. "Security" has many dimensions, one of the most important of which is "moral security". Communities that have weaknesses and deficiencies in terms of ethics are likely to suffer enormous losses in all sectors; the hardest damage in this regard is the family's damage. According to the Holy Qur'an and the Prophet's words, moral security is essential to the creation of an Islamic society. The police, as the instigator of order and security in society, play an important role in establishing moral security. This article explores what moral security is and the role of law enforcement in creating it, with an emphasis on the supreme leadership's viewpoint. Methodology: This study is a descriptive-analytic one, which has been conducted using Islamic texts and sources and the statements of the Supreme Leader. Findings and results: Research findings show that establishing moral security in society can reduce the scope of many social crimes. Law enforcement can move towards strengthening the moral security of society through strengthening the Organizational and Governmental Authority, Participating in Civil and Social Activities, Strengthening Legislation Inside and Out of the Organization and Gaining Social Confidence as well as 'Awareness and Immunization', 'Limitation and Monitoring and Control', 'Prohibition, Intervention, and Confrontation'. The findings also indicate that law enforcement has had a decisive role in the establishment of moral security in the components of chastity and hijab, control and supervision on the guild activity, monitoring the emergence of streams and sects, monitoring of publications, books and other texts, monitoring of places and institutions.
