چکیده فارسی: برای اداره امور کشور و اصلاح نظام اداری تلاش های مجدانه ای صورت گرفته تا از کارایی و پاسخگویی لازم در حد مطلوب برخوردار شود. یکی از علل اصلی و مهم اداره کشور توجه کامل و جدی به ارزشهای اسلامی و نقش بنیادین آن در تحول و سلامت نظام اداری می باشد. از اینرو، مقاله حاضر درصدد است تا به تبیین عوامل مؤثر بر سلامت نظام اداری با تکیه بر آیات قرآن و سیره نظری و مدیریتی امام علی (علیه السلام) با استفاده از روش توصیفی - تحلیلی بپردازد. با تحلیل محتوای منابع اسلامی میتوان چنین نتیجه گرفت که سلامت نظام اداری و رشد ارزشهای اخلاقی در آن، از یکسو تحت تأثیر مبانی هستیشناختی و انسانشناختی حاکم بر باورهای افراد سازمانی و از سوی دیگر تحت تأثیر عوامل سهگانة ارزشی، درونسازمانی و برونسازمانی است؛ بنابراین، اعمال سه نوع اصلاحات بینشی و اعتقادی، درونسازمانی و برونسازمانی ضروری است.

Expression of factors that affect the safety bureaucracy relying on the Quran and Theoretical and managerial tradition of Imam Ali (AS)

English Abstract: Despite all efforts to reform the country's administrative system, however, its efficiency and accountability is not desirable. One of the main reasons is the lack of serious attention to Islamic values and its fundamental role in the development and safety of bureaucracy.Therefore, this article is going to Expression of factors that affect the safe bureaucracy relying on the Quran and Theoretical and managerial tradition of Imam Ali (AS) using descriptive - analytical method.With the analysis of Islamic sources Contents, can be concluded that safety in Administrative system and Development of moral values in that are under the influence of Ontological and anthropological principles governing the Organizational members beliefs, On the one hand and Influenced by three factors, important, internal and external organizational on the other hand. Therefore, Acting upon Three types of intellectual and ideological reform, within internal and external is essential.
