چکیده فارسی: عدالت جنسیتی در فضاهای عمومی شهری صرفاً به معنای دسترسی برابر زنان و مردان به امکانات کالبدی نیست، بلکه پدیدهای چندبعدی و شبکهای است که درهمتنیدگی ساختارهای نهادی، مدیریتی، فرهنگی و معرفتی را بازتاب میدهد. پژوهش حاضر با رویکرد کیفی و با استفاده از مصاحبههای نیمهساختاریافته با ۱۸ نفر از خبرگان میانرشتهای، به بازاندیشی عدالت جنسیتی در فضاهای عمومی پرداخته است. تحلیل دادهها نشان داد که مهمترین موانع تحقق عدالت جنسیتی شامل ضعف نهادی و قانونی، ساخت قدرت مردسالارانه در مدیریت شهری، بازتولید کلیشههای فرهنگی و بحران مفهومی در درک عدالت و برابری است. در پاسخ به این چالشها، سازوکارهایی در پنج سطح نهادی، مدیریتی، فرهنگی، طراحی فضایی و سیاستگذاری پیشنهاد شد که میتوان به ایجاد واحدهای تخصصی عدالت جنسیتی، آموزش مدیران، پایش پروژههای شهری، طراحی حساس به جنسیت، و تقویت برنامههای فرهنگی_ رسانهای اشاره کرد. نتایج نشان میدهد تحقق عدالت جنسیتی پیامدهایی فراتر از ارتقای امنیت و دسترسی زنان دارد؛ این امر سرمایه اجتماعی را تقویت کرده، کیفیت زندگی و سلامت روانی_اجتماعی شهروندان را ارتقا داده و مشروعیت نهادهای شهری را افزایش میدهد. بنابراین ، عدالت جنسیتی در فضاهای عمومی نهتنها یک مطالبه گروهی، بلکه ضرورتی ساختاری و اخلاقی برای توسعه پایدار شهری و بازسازی اعتماد اجتماعی محسوب میشود.
Gender Justice in Urban Public Spaces: Rethinking, Barriers, and Strategies for Realization
English Abstract: Gender justice in urban public spaces does not simply mean equal access for women and men to physical facilities, but is a multidimensional and networked phenomenon that reflects the intertwining of institutional, managerial, cultural, and epistemological structures. The present study, with qualitative approach and using semi-structured interviews with 18 interdisciplinary experts, addressed the rethinking of gender justice in urban public spaces. Data analysis showed that the most important obstacles to the realization of gender justice include institutional and legal weakness, the construction of patriarchal power in urban management, the reproduction of cultural stereotypes, and conceptual crisis in the understanding of justice and equality. In response to these challenges, mechanisms were proposed at five levels: institutional, managerial, cultural, spatial design, and policy-making, including the establishment of specialized gender justice units, training managers, monitoring urban projects, gender-sensitive design, and strengthening cultural-media programs. results show that achieving gender justice has consequences beyond improving women’s security and access; it strengthens social capital, improves the quality of life and psychosocial health of citizens, and increases legitimacy of urban institutions. Thus, gender justice in public spaces is not only a group demand, but also structural and moral necessity for sustainable urban development and rebuilding social trust.
